SHIRLEY MOORE SMEAL

With over 30 years of Criminal Justice Service and as the former Executive Deputy Secretary of the Pennsylvania Department of Corrections, serving as second in command of the agency, Ms. Moore Smeal brings a wealth of knowledge to encourage and inspire professional growth. She served as president of the National Association of Women in Corrections and past president of The Association of Women’s Executives in Corrections (AWEC), which allowed her to mentor and guide young women in their pursuit towards exceptional leadership. Shirley Moore Smeal was the executive deputy secretary of the Pennsylvania Department of Corrections, serving as second in command of the agency. Moore Smeal began her career in the corrections department in 1987 as a clerk-typist at the State Correctional Institution at Huntingdon, moving progressively up the ranks to serve in increasingly responsible positions, including as superintendent of SCI Muncy and regional deputy secretary. Moore Smeal has served as chairperson for the annual Executive Women’s Leadership Conference and chairperson for the 2014 Women Working in Corrections and Juvenile Justice Conference. She received the National Organization of Black Women in Law Enforcement’s 2012 Trailblazer Award. Currently, Ms. Moore Smeal operates a consulting firm that works in criminal justice and corrections, security, diversity/culture, communications, leadership, and transportation.
