Carol Mici began her career with the Massachusetts Department of Correction in 1987 as a Correction Program Officer. Throughout her distinguished career, she earned multiple promotions before being appointed Acting Commissioner on December 6, 2018, and subsequently confirmed as Commissioner by Governor Charlie Baker on January 22, 2019.

During her tenure as Commissioner, Ms. Mici oversaw the operation of fifteen correctional facilities, supervised more than 4,200 employees, managed an annual operating budget of approximately $830 million, and directed the care and custody of an incarcerated population of approximately 6,000 individuals.

As Chief Executive Officer of the Massachusetts Department of Correction, Ms. Mici established and advanced the agency’s mission of protecting the public while creating meaningful opportunities for incarcerated individuals to engage in evidence-based programming, education, and rehabilitative services designed to support successful reentry. Under her leadership, agency initiatives and operational practices reflected nationally recognized correctional standards and best practices, contributing to a recidivism rate of approximately 27% and strong outcomes related to social determinants of success following release.

Ms. Mici implemented several innovative and pioneering initiatives during her leadership, including the creation of the BRAVE Unit, a specialized program designed to support emerging young incarcerated fathers. She also partnered with the University of Massachusetts Chan Medical School and the iSPARC program to develop a methodology for identifying and evaluating racial and ethnic disparities within the Massachusetts Department of Correction’s inmate classification system.

In addition, Ms. Mici reorganized the Office of Investigative Services and Internal Affairs Unit to strengthen investigative practices, reporting standards, and agency accountability. She enhanced agency technology initiatives through the implementation of a statewide body-worn camera program and engaged external consultants to modernize and overhaul the inmate management system. She also expanded living and learning environments for incarcerated individuals and led the closure or suspension of operations at four aging correctional facilities to improve staffing levels, organizational culture, operational efficiency, and conditions for both staff and incarcerated individuals.

Ms. Mici holds a Bachelor of Arts degree from Westfield State University with a major in Psychology and a minor in Criminal Justice, as well as a Master of Public Administration degree from Suffolk University, earned cum laude.

She is a professional member of the American Correctional Association, the International Corrections and Prisons Association, and the Correctional Leaders Association, where she also served as Northeast Regional Chair. In addition, Ms. Mici is a graduate of the Executive Excellence Program through the National Institute of Corrections. Throughout her career, she served on numerous local and national committees, commissions, governance boards, task forces, and expert panels, collaborating with correctional agencies and sheriff’s departments across the Commonwealth to advance effective correctional leadership and public safety initiatives.
