MARK MARTIN

Senior Expert

Mark Martin is a nationally respected corrections consultant with more than 45 years of experience supporting adult and juvenile justice systems across the United States. His career spans work with sheriffs, detention administrators, tribal governments, county boards, state agencies, and federal partners, helping jurisdictions strengthen operations, modernize facilities, and implement evidencebased approaches to inmate management and staff efficiency. 

Mark’s expertise covers the full continuum of justice system assessment, master planning, facility staffing analysis, detention standards development, policy and procedure development, and facility transition and activation. He has supported more than 40 states and numerous tribal nations with needs assessments, feasibility studies, operational reviews, and planning for new or renovated detention facilities. His work includes major engagements in Ohio, Iowa, Maryland, Mississippi, Arizona, and throughout Indian Country. 

A recognized leader in standards development, Mark led Nebraska’s statewide initiative to create and implement adult and juvenile detention standards and later collaborated with Idaho, Montana, Alaska, and the Bureau of Indian Affairs to develop or revise standards for diverse jurisdictions. He has authored extensive guidance for the National Institute of Corrections on topics such as jail administration, staffing analysis, budgeting, risk management, and inmate behavior management. His publications and resource guides continue to serve as foundational tools for detention leaders nationwide. 

Mark is also a highly regarded trainer and curriculum developer. Over his career, he has designed or refined more than a dozen national training programs for NIC, including Direct Supervision, Inmate Behavior Management, Strategic Inmate Management, Jail Administration, and Detention Facility Staffing Analysis. He has trained detention administrators, inspectors, and operational leaders across the country, helping agencies adopt safer, more effective, and more sustainable correctional practices. 

Mark holds a Master of Arts in Adult and Continuing Education from the University of Nebraska and a Bachelor of Science in Criminal Justice and Psychology from Kearney State College.
